- With 2 years of service in the level on regular basis in posts in level-7 in the pay matrix
- With 4 years of service in the level on regular basis in posts in level-6 in the pay matrix

The candidate should possess any one qualification in the following
- B.E or B.Tech in Electrical / Electronics / Electrical communication/ IT/ Telecommunication/ Instrumentation from a university by an Act of the Central or State Legislature in India
- Passed sections A and B of the Institution Examinations of the Institution of Engineers
- Degree or diploma in Engineering from foreign university/ college/ institution recognized by Government
- Passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers
- Passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers
- Passed Associate Membership Examination parts II and III or section A and B of Aeronautical society of India
